William T. Avila has a long standing record of service and commitment to the San Antonio and South Texas communities, which commitment culminated in his desire and efforts to establish the best national law firm headquartered in San Antonio. With our headquarters in San Antonio we are positioned to serve our San Antonio and South Texas area clients better than any other firm in South Texas. William T. Avila, with support of other attorneys in the firm's San Antonio, Houston, Dallas, Corpus Christi, and Austin offices, as well as with the Firm's association with the Washington, D.C. and Philadelphia based Tax Departments of Kutak Rock and Greenberg & Traurig, would be the firm's primary representatives to the Issuer.

While Mr. Avila heads the municipal bond practice for the firm, it is the firm's practice to involve significant input from lawyers in our various practice groups, such as corporate and securities, taxation, public law, government affairs, real estate and banking.
